Nazar Mykhailovyn, the acting Chairman of the Board of the National Association of Sugar Producers of Ukraine Ukrtsukor, claims that Ukraine exported 265 thousand tons of sugar in just 7 months of the current marketing year (MY, September 2022 – August 2023), which is 4.8 times more than it did in the entire 2021–2022 marketing year.
He stated during an interview with Interfax-Ukraine, “For the entire marketing period of 2021-2022, 55 thousand tons of sugar were exported. From 1st September 2022 to 28th March 2023, Ukraine increased sugar exports by 4.8 times to 265 thousand tons.”
Ukraine’s Sugar Production
Mikhailovin claims that while 33 sugar factories in Ukraine produced 1.45 million tons of sugar a year earlier, 23 factories produced 1.33 million tons in 2022. He also stated, “The reduction in sugar production by 120 thousand tons with 30% of production capacities not used was not critical for Ukraine. In addition, we had a surplus and significant carry-over balances from 2021/2022 MY in the amount of 491 thousand tons.”
Reasons For Reduced Sugar Production
The head of the association recalled that since the start of the conflict, sugar exports from Ukraine had been halted because of hostilities. On 5th June 2022, the Cabinet of Ministers passed a resolution authorizing the export of sugar with permission from the Ministry of Economy. Ukraine was forced to change the geography of exports as a result of the hostilities and the lack of seaports. The European Union’s decision allows Ukraine to export sugar to Europe without tariff quotas and duties.
Mykhailovyn claimed that because of the drought, the poor sugar beet harvest, and higher natural gas prices than in Ukraine, less sugar was produced in Europe and it cost more than sugar from Ukraine. He said, “Ukraine could sell sugar in Europe at a reasonable price.
